So developers could avoid many mistakes.
In a conversation with the publication of GameSpot at E3 2019, the head of Bethesda Game Studios Todd Howard acknowledged that the developers made some mistakes on the launch of Fallout 76.
Most of all, I regret that we did not have Fallout 76 beta, in which many people would take part. If we made it free for all players in Fallout 4 and tested longer in 24/7 mode, it would help us to understand what we are actually dealing with.
Those beta tests that we conducted were concentrated [in a short time interval] because we were worried about peak loads. We coped with this problem, but did not look at how the game behaves 24/7.

Fallout 76 was released on November 14, 2018 and received negative reviews from both critics and players. She was scolded for bugs, unstable network connection and an abundance of vulnerabilities, through which gamers could get an unfair advantage.
